Meiying, 8 in tablet with Android 4.0

Screen locked when I first turned on. Can not unlock the touchpad screen.
I charged the battery. Turned it on. The screen has the time and a lock. can push the menu button to bring up google page. The touchscreen seems to be locked.
Please instruct. Nothing on touchscreen reponds like it is locked.
